The main story arc is actually over and this is an aftermath issue; I'm glad they did this issue. This issue is focused on Gotham Girl who has gone to the double trauma of losing her brother and being victimized by Psycho Pirate. I think that is the best cover of then entire series, by the way.
I"ve been watching the 90s cult classic "Empire Records" and a troubled girl their shaved her head. In her crisis Gotham Girl does the same.

She does her crimefighting rounds and still looks good.

Nice smile but inside G.G. is not ok. Look at this.

She's talking while flying; and who she's talking to is her dead brother, Hank.
Everybody's concerned.

Gotham Girl looking at Gotham at night is an awesome two-page spread.

The first villain in this issue used his zeppelin to capture a submarine. The next villain is just as silly and delightful - a pirate attempting to kill Batman impostors.

He gets taken out by Gotham Girl of course. When she looks up it's time for intervention.

This book is not through with throwing out kooky villains. The next one is Kite Man and he is explained by these panels.

Gotham Girl has run away from Batman's intervention and has stopped Kite Man simply by standing in his way.
Eventually, Gotham Girl is able to grieve and take the first stop towards healing.

But what about Psycho Pirate and Hugo Strange? At the end of the book Batman makes some inquiries. Locations are mentioned and also the name "Bane"is also mentioned.
"I am Gotham" is a solid, wonderful arc. I had only one complaint againts it and that was the JLA segment, but the scenes and dialogue? Really great. The art reminds me of Batman Hush and a higher compliment I cannot make.
